The National Construction Code (NCC, formerly the Building Code of Australia) sets out the energy efficiency standards that all new buildings must meet with any renovations, alterations or additions.
The most popular way of meeting the NCC’s minimum energy efficiency criteria is through assessments under the Nationwide House Energy Rating Scheme (NatHERS).
Energy evaluators use NatHERS rating tools to estimate how much heating and cooling your home or apartment needs to be comfortable year-round. A star rating between 0 and 10 stars is assigned to the products.
National Home Energy Rating Program (NatHERS)
New homes can get an energy rating through the Nationwide House Energy Rating Scheme (NatHERS). As a result, it will be easier and cheaper to build buildings in the future that are strong, durable, and convenient.
National Construction Code (NCC)
The NCC mandates best practice standards for construction work. The Australian council of states produced the NCC as a project to bring together all plumbing and building requirements in one place. The NCC sets minimum standards for building, construction and operation in Australia.
What do the stars mean?
A star group is a term that describes a range of stars from 0 to 10. The energy required for homes in different locations is used to estimate star groups.
For example, if the outside temperature is 20, the inside will be 30. A 10-star hotel can maintain a comfortable temperature throughout the year regardless of the weather outside. Therefore, the more stars the building consumes, the lower the energy costs.
- A 0-star rating means that the building’s exterior is minimally designed to reduce exposure to hot or cold weather.
- A 6 star rating is the standard level of compliance with the National Building Code for a home. It’s a good indicator, but not perfect, of thermal performance.
However, something goes wrong upgrade from 6 to 7 stars at minimum standard for new homes and apartments (of 10). On October 1, 2023, energy efficiency regulations will go into effect.
In addition, it implements an annual energy use budget to pay for fixed household appliances and renewable energy (for example, solar panels).
- 10 stars – The home is very quiet and does not require heating or cooling to keep the interior warm and humid.

A six-star electronic rating: how do I get one?
The Nationwide House Energy Rating Scheme (NatHERS), an official software, requires a minimum 6 Star Rating for all new residential buildings in Australia (save for NSW and NT) under the National Building Code. The NatHERS rating is calculated using research from the Commonwealth Scientific and Industrial Research Organization (CSIRO). The software determines the energy required to heat, cool and cool the building, and converts this energy value into energy efficiency.
The following design criteria will help establish minimum requirements for homes:
- North facing living room
- reducing the area of east and west facing walls and windows
- natural ventilation through windows and doors
- heating the attic space through roof and eave vents
- ceiling fans in living areas and bedrooms
- the outdoor living areas are well designed
- awnings and awnings
- heating the roof area and walls
- high performance glass
- the ceilings and walls are light.
Why is not determined
NatHERS ratings do not take into account appliances, hot water systems or lighting because they are replaced regularly in a home.
6 star standard power rating

A NatHERS Certified Assessor or a non-certified assessor can conduct an energy rating assessment of your home. Different Australian states and territories have different standards for accepting building energy rating certificates from non-accredited assessors to meet regulatory compliance. You should check your local requirements.
Create a simulation model
Data is entered into the program by a NatHERS-certified evaluator to create a simulation model of the home. The simulation model includes the following information: room size and contents; opening sizes and requirements; building materials/windows/products; construction type; and layout and location of the home.
Calculate the temperature of development
The simulation model determines the level of heating or cooling required for comfort in the home.
Determining whether heating and cooling systems are adequate
When the indoor temperature falls outside the optimal range, the NatHERS Accredited software model determines if heating and cooling systems are needed. People are expected to open and close windows, curtains or blinds to try to bring the temperature back to a comfortable level before putting on the heating or cooling system.
Make a rating out of 10
After the previous steps are completed, a 10 star ranking is used to determine the total warming and cooling levels during the year.
Since NatHERS energy ratings are based on the efficiency of the building design, factors such as ventilation etc. are not required to be disclosed to the evaluator. New household appliances that are expected to be replaced in the future are not considered.
